Could a foreigner who was born in the US become President of the USA?
Americans who were born outside the USA are ineligible to become President of the USA. But what about the opposite, foreigners who were born in the US, could they theoretically become President of the USA even though they don't speak the language and weren't raised in the American culture?
A person born IN the United States is a US citizen.
Even if that person's mother is an illegal alien, he is still a citizen by birth.
If a person is born outside of the US, but his mother or father is a US citizen, he is a US citizen but he (or his parent/s) must fill out paperwork to claim that citizenship.
At one time the laws were slightly different and the mother of a child born outside of the US was required to be at least 19 years of age for her child to be a citizen of the US by virtue of her citizenship. He would have been considered a citizen of the country in which he was born.
There were also different laws governing citizenship for those born in US territories. There was a question about this when Barry Goldwater ran for President as he had been born in Arizona when it was a US territory, prior to become a State. Of course, it was moot since he lost the election.
The US Senate passed a resolution clarifying that John McCain was qualified to be President. He was born in the Panama Canal Zone which was a US Territory at the time, but some people had questioned it.
He asked the Senate to rule on it because he wanted the issue to be laid to rest prior to his running for President.
The law in effect at the time of your birth determines whether you are or are not a citizen.
